CONSERVATION POSTER WINNER: MAI HUYNH OF PULASKI CO.

Mabelvale Middle School 7th graders, Mai Huyhn, J'maya White, and Semaj Molden placed first, second, and third, respectively, in the Pulaski Conservation District's 2009 Conservation Poster Contest.  As winner of the Pulaski Conservation District Contest Mai received $20 from the District.

 

Mai's poster  then competed in  the Arkansas Assn. of Conservation Districts (AACD) Contest, held in conjunction with the Annual AACD Meeting held on December 9 - 10, 2008.  Mai's poster won first place at the AACD event.  As the winning entry at AACD Contest, Mai's poster will be entered at the National Assn. of Conservation Districts (NACD) Contest to be held in conjunction with the 2009 NACD Convention to be held in New Orleans in February.

2009 ARKANSAS ENVIROTHON WINNER: MILLS HIGH SCHOOL

Pulaski County's Mills University Studies High School placed first at the Arkansas Envirothon held at the University of Central Arkansas, Conway, on November 24, 2008. 

In August, 2009, the Mills Envirothon team will represent Arkansas at the International Envirothon in Asheville, North Carolina.

WATER WELL REGISTRATION: IT'S THE LAW!!

Registration of surface and ground water usage, for anything other than domestic use for the period between October 1, 2007, and September 30, 2008, is now open.  Please call the Pulaski District Office for an appointment or to register over the phone.

 

Act 408 of the Arkansas Legislature empowers the Arkansas Natural Resources Commission to assess a late reporting fee to anyone failing to register a diversion (well or relift).  The landowner or diverter must register.

 

The Pulaski Con. Dist. Office (NBA Bldg., Ste. 203, 4004 McCain Blvd. North Little Rock, AR) is registering water use between 9:00 a.m. and 3:00 p.m. Mondays through Thursdays and 9:00 a.m. to 11:00 a.m. of Fridays.  Registration must be completed by March 1, 2009.

 

The fee for each withdrawal is $10.00, to be paid at registration.

 

ARKANSAS' AGING FLOOD CONTROL DAMS PAST LIFE SPAN

The Arkansas Association of Conservation Districts (AACD) that a number of Arkansas flood control dams built in the 1950s and 1960s have exceeded or soon will exceed their design life of 50 years.

CHE GORDON NAMED NEW DISTRICT CONSERVATIONIST

(September 30, 2008)

 

Che Gordon, NRCS District Conservationist of Lewisville, AR, will become the NRCS" District Conservationist at the North Little Rock Field Office on October 27, 2008.  In his new position, he will  assist the Pulaski Conservation District and the Saline Conservation District.  Gordon succeeds  Cory Farmer who was recently named  Resource Conservationist in the NRCS' AR State Office.

 

Mr. Gordon grew up on farm near Delight, Arkansas  in Pike County, obtained  B. S. and M. S. degrees from the University of Arkansas at Fayetteville from the Department of Crop, Soil, and Environmental Sciences.  Che, a nine year veteran with NRCS, has served as a Conservation Technician, Soil Conservationist, and District Conservationist at locations in Ozark and Neosho, Missouri, Hope Arkansas, and Lewisville, Arkansas.

CENTRAL AR ASSOCIATION OF CONS. DISTRICTS ANNUAL MEETING

(August 14, 2008)

 

The Central Arkansas Association of Conservation Districts' Annual Meeting was held on August 12, 2008, at the Faulkner County Natural Resources Center in Conway, Arkansas. The assembled district directors and district employees heard reports from Andrew Wargo, AR Association of Conservation Districts, Adrian Baber, AR Natural Resources Commission, Kalven Trice, Natural Resources Conservation Service, Cindy Neal, Central Area RD&D Coordinator, Mandy Cates, AR Association of Conservation District Employees, and Senator Gilbert Baker, AR State Legislature.  Jimmy Hart, Conway Co. Judge, discussed possible ramifications of developing  the Fayetteville Shale natural gas deposits.

 

Chairman Rocky Harrell of Mayflower, AR, Vice-chairman Eric Stagg of Clinton, AR, and Don Richardson, Secretary-Treasurer of Clinton, AR were re-elected officers of the Central AR Association of Conservation Districts for the coming year.

 

WILLIAM (BILL) AND FRANCES DOROUGH: 2008 PULASKI COUNTY  FARM FAMILY OF THE YEAR

(July 28, 2008)

 

Bill and Frances Dorough of rural Little Rock were recently named the 2008 Pulaski County "Farm Family of the Year".  The Dorough farm is located in southeastern Pulaski County.  The Doroughs raise beef cattle and produce rice, soybeans, and wheat on their cropland.

 

Bill, a Korean War veteran and graduate of the University of AR, has been active in numerous church and civic organizations.  He is currently serving as vice-chairman of the Pulaski Conservation District Board of Directors, Commisioner of Fourche Island Drainage District Board, board member and past president of the Pulaski Co. Farm Bureau, Farmer's Assn. Co-op board member,  vice-president of the Pulaski Co. 4-H Foundation Board, and the Pulaski County Extension Advisory Council.  On March 14, 2008, he was inducted into the "Arkansas Agriculture Hall of Fame".

 

Frances, a former insurance adjuster, has been active in church activities and AARP.  The Dorough's daughter, Jeane Ann Dorough Uekman, of Bethasda, MD, works with volunteers in schools and institutions to provide books for children.

 

Bill and Frances are active members of Primrose United Methodist Church.

 

DEBBIE MORELAND & SAM MCGHEE: REAPPOINTED TO PULASKI CONSERVATION DISTRICT BOARD OF DIRECTORS.

Ms. Debbie Moreland of Roland, Arkansas, and Mr. Sammy McGhee of North Little Rock, Arkansas, were recently reappointed to three year terms on the Pulaski Conservation District Board of Directors by Mr. Randy Young, Ex. Director of the AR Natural Resources Conservation Commission.

 

ARKANSAS AGRICULTURE HALL OF FAME: WILLIAM "BILL" DOROUGH IS INDUCTED

Leland Stratton, Dr. C. Michael French, Esther Hill Chapman, George Dunklin, and William :Bill" Dorough comprise the 2008 Arkansas Agriculture Hall of Fame inductees.  The Arkansas Hall of Fame program is sponsored by the Little Rock Regional Chamber of Commerce and the Arkansas Farm Bureau.

PULASKI COUNTY WATER WELL INVENTORY: 298 WELLS IN USE DURING 2007

Pulaski County farmers and ranchers reported that 298 water wells, including 200 groundwater wells and 98 water relifts, were used in 2007.  The water wells provided nearly 28,000 acre feet of water and provided irrigation water for about 24,000 acres of cropland.  The farmers and ranchers recently completed water well registrations at the Pulaski Conservation Office.

SURPLUS POULTRY LITTER INCENTIVES COST SHARE PROGRAM

(February 26, 2008)

 

This program is intended to provide financial incentives to encourage the removal of excess poultry litter from Arkansas nutrient surplus areas (NSA). Natural persons, partnerships, or corporations who purchase litter from a poultry feeding operations in the NSA that are registered under the Arkansas Poultry Feeding Operations Registration Act, and who transport or arrange for the transportation of the litter outside of the NSA to an area within Arkansas but outside the excluded watersheds (Pulaski District Office has map showing excluded watersheds) may receive cost share under this program.  The applicant must purchase and arrange for the transportation of a minimum of 100 tons of poultry litter to receive cost share.  The Arkansas Natural Resources Commission will pay at the rate of $0.05 per mile transported per ton.

 

To ensure that sufficient cost share money is available, applicants must be approved prior to the purchase and transportation of litter.  The necessary application form and the needed IRS W-9 forms are available at the Pulaski Conservation District Office at at the Arkansas Natural Resources Commission Office in Little Rock.

 

 SEVERITY OF TORNADOES?: THE ENHANCED FUJITA SCALE

The EF Scale (Enhanced Fujita Scale) which became operational on February 1, 2207, is used to assign a tornado rating based on estimated winds speeds and related damages.  When tornado-related damage is surveyed, it is compared to a list of Damage Indicators (DIs) and Degrees of Damage (DoD) which help estimate better the range of wind speeds the tornado likely produced.  From that, a rating (from EF0 to EF5) is assigned.

 

The EF Scale was revised from the original Fujita Scale to reflect better examination of tornado damage  surveys so as to align wind speeds more closely with associated storm damage.  The new scale has to do with how most structures are designed.

Rusty Butler's, a home schooled high school sophomore and 4-H member and Pulaski County resident, poster depicting an alternative source of energy (wind) was selected as winner of the Arkansas Association of Conservation Districts (AACD) poster contest.  Rusty's poster will now compete with other state poster winners at the National Association of Conservation Districts (NACD) convention to held in Reno, NV in February.

 

Rusty received cash awards for winning the Pulaski Conservation District  and the AACD poster contests.

 

PULASKI COUNTY SCHOOL WINS CENTRAL AREA ENVIROTHON

(November 20, 2007)

 

Pulaski County's Mills University Studies High School Team 1 was the high scoring team at the Central Area Envirothon held on Tuesday, November 6, 2007.  In addition the team took first in forestry, wildlife, oral presentation, and tied for first in current issues.

 

The Mills team then advanced to the Arkansas Envirothon held on November 18th and 19th on the University of Central Arkansas Campus in Conway, AR.  The team placed third over-all and first in aquatics at the state meet.

 

PULASKI CONS. DIST.: 2007 NACD SOUTH CENTRAL AWARD WINNER

(October 15, 2007)

 

National Association of Conservation Districts (NACD) Chairman, Olin Sins, recently announced that the NACD's South Central Region Board had selected both the Pulaski Conservation District of Arkansas and Mills County Soil and Water Conservation District of Texas to be recipients of the NACD's 2007 South Central Region Collaborative Conservation Award.  NACD's South Central Region represents over 450 conservation districts in Arkansas, Texas, Oklahoma, and Louisiana.

 

The "Collaborative Conservation Award" recognizes conservation districts that exemplify innovative collaborative conservation efforts by drawing upon traditional  and non-traditional partnerships, utilizing diverse funding sources, and conducting a wide range of projects to address local conservation resource needs.  Each region has chosen a recipient for the regional honor. The South Central Region's decision came down to a tie between two very deserving districts.

 

Regional winning districts will now mover on to national competition.  The national winner will be decided by the NACD Awards Committee by early November.

 

 

MILLS HIGH SCHOOL: CANON ENVIROTHON ENTRANT

Pulaski County's Mills University Studies High School, winner of the 2007 Area and the 2007 Arkansas Envirothons, represented Arkansas at the 2007 Canon Envirothon, held in Geneva, New York from July 29th through August 4th.  The Canon  Envirothon involved 265 students representing 44 states and 9 Canadian provinces.

WONDERS OF WATERSHED III: GREAT PARTICIPATION

Total attendance at the Wonders of Watershed III (WOW),  held on Saturday, Sept. 15th, exceeded 4,400. The event, co-sponsored by the Little Rock Zoo and Central Arkansas Water, Over a dozen organizations and agencies concerned with water quality issues, including the Pulaski Conservation District and NRCS, made presentations.  The objective of WOW was to educate young minds on the importance of  protecting our earth and waters.
